I very often hear people exemplifying the best vision they know with John F Kennedy's "Man on the Moon Speech". But is that really a vision?

I am certain that the purpose was to show the world that USA was the leading super power  and to inspire the people and the nation he worked for. The exact words were:

“I believe that this nation should commit itself to achieving the goal,  before this decade is out, of landing a man on the moon and returning him safely to the earth.”
JFK, Man on the Moon Speech
Joint Session of Congress May 25, 1961

President John F Kenned refers to it as a goal.

What do you think – is Kennedy's qoute a vision or an objective?
